Before a small business ships its first order abroad, it often has to clear a hurdle that has nothing to do with the product itself: proving that the goods meet the buyer country’s rules. Testing, inspection and certification can be expensive, and for a micro or small enterprise the bill can decide whether an export deal is worth chasing at all.
Commerce Minister Piyush Goyal has now said that eligible small exporters can get government support for a large share of these costs, under the Export Promotion Mission.
The Export Promotion Mission was approved last November with a total outlay of ₹25,060 crore spread over six financial years. Its purpose is to help Indian exporters, especially smaller ones, reach and stay competitive in overseas markets.
TRACE stands for TRADE Regulations, Accreditation and Compliance Enablement. It is the part of the mission that gives financial help for testing, inspection, certification and other checks that show a product conforms to a foreign market’s standards.
This matters most for exports to the European Union, where rules linked to carbon emissions and deforestation have raised the paperwork and traceability expected from suppliers. Smaller exporters have said that these testing and reporting demands push up their costs and weaken their price position against bigger rivals.
| Certification list | Share of eligible cost covered | Upper limit |
|---|---|---|
| Positive List | 60% | ₹25 lakh |
| Priority Positive List | 75% | ₹25 lakh |
| Annual cap per exporter | - | ₹25 lakh |
Support applies only to certifications that appear on the notified lists.
India’s exports to the European Union fell 4.57% to $72.4 billion in 2025-26, according to the report. The EU still accounted for about 17% of India’s merchandise exports in that period, which makes it too large a market for small exporters to ignore. Lower compliance costs could make it easier for them to compete there and explore other markets too.

By paying a large part of certification costs, the Export Promotion Mission aims to lower one of the biggest entry barriers for small Indian exporters. For eligible MSMEs, it could make meeting international standards far more affordable and open the door to new buyers.
